Yes, you can use Telegram in Cuba. However, fewer individuals and businesses use Telegram in Cuba as compared to Whatsapp.
We were only able to access Telegram with a VPN but again, we’ve heard of others using it without a VPN. You’re mileage may vary and we’d recommend having a VPN to ensure it works as intended.
If your account uses any form of two-factor authentication (2fa) you should switch it off before travelling to Cuba. As the phone number linked to your account will likely not work in Cuba.
If your account sends you a login code by text message you will likely not be able to access that code. And will find yourself locked out of your account for the duration of your stay in Cuba.
